ELDERS MEETING July 2, 2020
The Circleville Christian Church Elders met on Thursday, July 2, 2020 at the church.  Elders present were David Allen, Paul Davault, Ron Parrett, and Chairman Lyle Alley.   Kay Hallauer was also present.     Lyle called the meeting to order at 6:00 p.m. and opened with prayer.  His meditation came from Romans 13:1-3 and Acts 5:27.  God has established our governing authorities and we are to honor them while obeying God.  In accordance with this, the elders try to do what’s best for our congregation and its safety, while honoring the earthly authorities God has put in place.  

Reading of minutes from June meeting - Minutes were distributed, reviewed silently, and approved as written. 

Financial Report – As of the end of June, our income this year has exceeded our expenditures by over $17,000; this includes having made our final payments to our previous pastors.  Tithes and offerings were down in June, but expenses were also lower in June.  Because our financial situation looks good at this time, discussion was held regarding making an additional $2500 building loan payment.  (The regular July payment has already been made.)  Paul questioned the timing of doing an extra payment right now, as there is also a $5000 insurance payment due.  After discussion it was agreed funds were available in the various accounts to make the following payments:  

$2500 regular loan payment – from the checking account 
            
$2500 extra loan payment – from the Building Fund 
            
$5000 insurance premium – from the checking account


David moved these funds be disbursed as described, as well as applying to the loan any additional funds collected from pledges or designated for the building fund.  Ron seconded the motion, and it carried unanimously.  There is also a bill of approximately $2300 to Giant Communications for installation of the internet service; this will be paid from the Savings account, where funds have been earmarked for furnishings.


Old Business – 
Virtual church - Since the church has re-opened, the number of viewers for our virtual church service has naturally decreased, but is still good, so we will continue to offer it.

Opening Sunday School - Discussion was held regarding whether to re-open Sunday School classes yet.  Because of the difficulty with children in regard to Social Distancing and masks, it was decided classes couldn’t begin yet with them.  Adult classes could meet if they chose, however they would need to observe Social Distancing and no child care would be available.  It was decided to wait another month and discuss further at the August meeting.  The church will be open if adult classes decide they want to meet there.


VBS - VBS, which had been scheduled for July 12-16, has been cancelled, due to COVID concerns.

Add more rows to sanctuary - It was discussed whether an additional row of chairs should be added in the sanctuary to allow more room for people to spread out.  At this point 134 chairs are set up and an additional 20 could be added.  It was decided not to set up any more until needed.`

Giant Communications - Giant Communications internet service is now in place, and we have cancelled service with Century Link.  There was a $400 cancellation fee charged by Century Link.


New Business –
Governor’s order to wear Masks - Governor Kelly this week mandated everyone wear a mask when in a public setting or where 6’ Social Distancing cannot be maintained; the order goes into effect tomorrow, July 3.  However, the Jackson County commissioners have determined masks will not be required in our county, though they are still recommended in many cases.  In accordance with this, the elders agreed those attending church could do whatever is most comfortable for them, but masks would not be required.                                                                                                                   

Semi-Annual meeting - Discussion was held regarding the Semi-Annual congregational meeting.  It was decided to hold the meeting immediately following the service on July 19.  Among the items on the agenda at this time are: Financial situation (Lyle) Re-opening Sunday School and youth groups Committees – updates and increasing involvement (Paul) Plans on filling the pulpit COVID-19 situation as it involves our church Updating the church’s constitution General communication

Bulletins – Several  people have asked to have bulletins available each Sunday.  Because of the coronavirus situation and the concern of physically handing them out, it was decided the bulletins would be placed on every other chair before the service each week.  Some of the information to be included would be prayer concerns, anniversaries and birthdates, schedule of upcoming speakers filling the pulpit, and other announcements. 

Leader for Wednesday Youth  – Before the pandemic hit, the Crusader Club was meeting after school on Wednesday afternoons.  Since Brandon Winters is now gone, a new leader will be needed when we re-start these events.  Elders have contacted someone to do this, but have not yet received a response.   Further discussion will be held at the August meeting.  By that time we should know what the Kansas Board of Education and KSHSAA have decided regarding how school and sports will be handled.  Until then, we aren’t able to make a decision on re-starting youth group.  

County Use of the Church’s Trailer – The County Clerk has asked to use the church’s trailer to help move election equipment Aug. 3-5.   All elders agreed.  Our building will be used as one of the polling places.

CIY Move/At lock-in at church – This is a summer camp and conference alternative of CIY for Junior and Senior High students from our church & those from Soldier Christian Church.  The overnight event will be held at the church on July 24-26.  Paul is in charge of the event, and Luke Schreiber is helping.  There will also be a rock shoot at Paul’s house for the young men.  Paul stated there would be no shells allowed in guns for anyone not at the shooting line.   Funds for this event will come from the Youth Account.  Elders approved all these details.

Electronic Drums – Ron asked the elders to consider purchasing an electronic drum set so the volume could be lowered during the service.  There have been comments about them being too loud and causing headaches.  He has had an offer to help pay for the drums.  Paul offered to check into the cost of getting a set.  Ron also asked if hymns could be incorporated into the worship service, along with the regular piano, and possibly less time standing.  The elders were receptive to this, and discussed having a song service, along with personal testimonies, on “5th Sunday” in August (Aug. 30).  They asked Ron to take charge of the service that day, and he said he would consider it.  Dale Askren was also suggested as someone who might help with this.

“Teen Challenge” – This is a group of Christian people who sing and share testimonies; they contacted Lyle about coming to our church.  We would need to provide them a meal and take up a love offering for them.  Due to the coronavirus concerns right now, it was thought best to not have them come at this time.

Next Meeting – Elders will next meet on the 2nd Wednesday of August (Aug. 12) at 7:30.  By that date, decisions should have been made by state agencies regarding the re-opening plans for the schools, so more definite plans can be made by the elders regarding church activities.

Constitution Changes/Updates – The elders have been working on updating the church constitution.  After discussing the above business, they spent some time reviewing and discussing various sections of the constitution, with much more work yet to be done.  When they have finished, it will be presented to the congregation.
